USER STORY:
As a WMCO developer, I want to remove the dependency on promu submodule and build it from vendor.
DESCRIPTION:
Remove promu submodule dependency for windows_exporter, by building the binary from vendor. This will help resolve an issue with CpaaS builds faced currently by using the promu submodule to run windows_exporter in the Dockerfile.
