      As an OpenShift developer, I want to ensure that WMCO sets up the hybrid-overlay service in the ConfigMap with the priority flag. This ensures hybrid-overlay would get enough CPU cycles.

      Acceptance criteria:

      WMCO setting up priority for hybrid-overlay on Windows nodes.
