React to setting kubelet priority flag

      As an OpenShift developer, I want to ensure that WMCO sets up kubelet with priority flag. This ensures kubelet would get enough CPU cycles.

      Description:

      Use the kubelet priority flag introduced in https://github.com/kubernetes/kubernetes/pull/96051 to set the kubelet priority class to Above_Normal to ensure that running pods do not starve the kubelet of cpu cycles. 

      Acceptance criteria:

      WMCO setting up priority for kubelet on Windows nodes.

      E2E test that ensures Above_Normal priority class is set
