React to 1.32 kube rebase and use go 1.23 in WMCO

      Description

      WMCO should be updated to use kube 1.32 once those changes are included in the openshift/kubernetes release-4.19 branch. This will also involve using go 1.23, as kube 1.32 is built using it.

      Acceptance Criteria

      • WMCO uses kube 1.32 libraries
      • WMCO is built using go 1.23
      • WMCO kubelet and kube-proxy submodules are updated to 1.32
