Description

Azure platform been facing dramatic time limitations as it is very slow to provision VMs among other things. It has caused many timeout issues and we want to move the upgrade job to another platform

This would be for release branches 4.15-4.18. There's some special casing for 4.13 and 4.14 for azure and vsphere.

GCP is a good, stable candidate for this move.

Acceptance Criteria

• e2e-upgrade job runs on a different platform than azure
• 5hr time limit for test is removed, back to default of 4hr
