This task is to bump the CVP version annotation in WMCO metadata and bundle dockerfiles to 4.18. This must be done before the 10.18 release, but after CVP supports 4.18 index images. CVP's work is tracked by https://issues.redhat.com/browse/CVP-4183, targeted to complete by Sept 30, 2024.

Must also be done in midstream

Acceptance Criteria:

• com.redhat.openshift.versions is changed from 4.17 to 4.18
• index images are generated and CVP tests can run against our artifacts
• changes propagated down to distgit repos
