vsphere-e2e-upgrade job has been unreliable with some rate limiting issues and has been failing for other reasons recently. We should consider changing this job to the azure-e2e-upgrade test so that we are testing upgrades on 4.14 PRs. An added benefit is that we would also test 2019 nodes since the azure job uses 2019 as the Windows server version. One drawback would be that removing the vsphere test would remove vsphere specific some storage testing (in-tree to CSI in 4.14).

Acceptance Criteria:

In any case, there should be a stable, required upgrade job for the 4.14 branch.
