As an OpenShift Windows admin, I want containerd to pick up CRI plugin config so that I can customize runtime settings.

Description

We will need to set the `config_path` variable in the base config file to tell it where to look for registry config settings.

We should likely set it to `C:/k/containerd/registries` – this is within our managed directories and ensures the directory contents are cleaned up during node deconfiguration.

It is currently set to an empty value "" – containerd log output:

Acceptance Criteria

• config_path is set in containerd_conf.toml
• containerd log output confirms this
