This story is to update our workflows to enable creating Windows golden images in the CI vCenter environments. Previously, we would reach out to SPLAT and have them copy things over for us but this is not the most efficient way – using packer is suggested as it is faster and reliable automation.

 
Engineering Details:

Work with DPP to get the required permissions if needed.

The Windows Server 2022 ISO needs to be uploaded to each CI vCenter. It is already present in the dev/qe environment. Without this, we are not able to create new golden images directly in the CI environments.

Acceptance Criteria:

• The iso is uploaded to all 3 CI vCenters,
• packer runs result in a VM created properly
• our vsphere CI docs are updated, with packer config files, to explain how to run packer on each of the 3 CI vCenters
