Ensure azure Windows VMs do not require outbound access to the internet to be configured as a Node

      Description

      On 30 September 2025, default outbound access connectivity for all new virtual machines in Azure will be retired.

      Before this occurs, we must ensure that this will not break Windows node configuration.

      Acceptance Criteria

      • Ensure that Windows 2019 and 2022 VMs without outbound access to the internet are able to be configured on Azure.
      • E2E tests capture this behavior ahead of the change date
