The goal of this task is to answer the following question: does containerd actually pull images on Windows through the proxy when proxy variables are set?

Some containerd users have been reporting issues on Windows e.g. add -proxy input to configure containerd for windows. If containerd is not honoring the env variables, this can be a blocker for Windows cluster wide proxy support until this is fixed in containerd.
