As a WMCO engineer, I want community WMCO to be able to build properly in Quay in order to release community versions of WMCO.

Community WMCO builds have been failing in Quay perhaps due to a timeout or something else we aren't aware of because of a lack of build logs. 

Quay folks have requested we create a public repo in stage.quay.io to get an isolated log for the build. Thread
