As a WMCO developer, I want to remove WICD RBAC permissions to delete nodes so that it has only the required permissions for node objects.

Description

We gave WICD permissions to delete nodes to fix an upgrade bug as the 7.x version of WICD had the ability to delete nodes using the cleanup command. 

As this functionality has now been removed, we should update WICD permissions in the next minor release so that it only has the required node permissions.

Acceptance Criteria

WICD does not have the RBAC permissions to delete nodes.
