      Description

      The in tree feature flag needs to be set for vSphere, the same as it was in 4.12 https://github.com/openshift/windows-machine-config-operator/pull/1520

      Engineering Details

      OCP is handling CSI migration differently based on 4.13 if it is a fresh vs upgraded cluster, both cases need to be validated and documented

      Acceptance Criteria

      • vSphere in-tree storage works on both fresh 4.13 clusters and 4.13 clusters which have been upgraded from 4.12.
