XA file registry does not delete records when network failure happens during commit

    Description

      File system registry records is not deleted when error happens on commit. In such case the Narayana recovery retries committing resources on the remote server until the server is up again and ready to finish the commit processing.
      But currently the 'recover()' call does not return the indoubt resources which were not finished during commit phase of 2PC protocol.
