some CI jobs timed out, so we need to increase the CI timeout value to 15 minutes, to also accommodate new tests that were added recently.

Also need to remove the steps to reset /etc/hosts, since it's no longer needed in github action VMs.

Remove openj9 from the matrix to reduce the number of jobs.
