Configure the CLI to not produce a warning when cli config is missing

      After provisioning (dev and package  goals). CLI scripts can be executed.

      In such a case, if the CLI bash/config files have not been provisioned, the CLI produce a warning.

      WFCORE-7507 allows to configure the CLI to not produce the Warning.

      The plugin should make use of it.
