The org.wildfly.plugins:wildfly-plugin-core is used by more than just Maven Plugins. The utilties that require Maven should either be moved to the plugin itself and the other parts of the API deprecated for the 4.2 version of the plugin.

For 5.0 we'll remove this module all together in favor of an external project which will be created for projects to use. The API will pretty much be the same and we'll need to make a decision on whether we keep the packages named the same or not. We likely will as it will make migration easier.

The new projects name and location is yet to be determined.
