The configuration state of the server can be checked when CLI commands are executed. In WFMP-224 the ability to reload if the server state is in reload-required. This could be taken further for the run and dev goal and restart the server if restart-required is the server configuration state. For other cases we should likely log a message indicating what the server state is, assuming it's not running.
