The package goal appends the project build directory even for absolute paths

The package goal has a provisioningDir parameter which states:

he path to the directory where to provision the server. Can be an absolute path or a path relative to the buildDir.

However, if you add an absolute path, the project.getBuild().getDirectory() is always prepended. The other goals should be looked at well when the fix is made.
