Add a new dev goal to allow for more rapid development. This goal would be very similar to the run goal though it would allow watching source directories and running maven plugins on changes. It will currently only support WAR deployments and will not monitor changes to the POM.

The run goal could be extended for this support instead of a new goal. However, we don't want to limit the run goal to WAR's only.
