The plugin should benefit from galleon provisioning capabilities.

We are proposing to:

Replace download of zipped distribution with Galleon provisioning.
Introduce 'provision' goal to produce a server using Galleon
Introduce the 'package' goal to produce a fully configured server containing the project application.
