ManagedExecutorService's max-threads attribute is not honored if an unbounded queue is used

      If you set a max-threads attribute to a managed-executor-service and the number is higher than core-threads, and its queue is unbounded (queue-length is undefined), it won't use any more threads than the number from core-threads.
