[Migration operation] Attribute forward-when-no-consumers is not migrated properly

    Description

      Attribute forward-when-no-consumers should be migrated to message-load-balancing-type in the following way:
      STRICT is like setting the legacy forward-when-no-consumers parameter to true
      ON_DEMAND is like setting the legacy forward-when-no-consumers parameter to false
