The wildfly-ee manifest declares galleon-api, which means if other feature packs use it or its deps in modules they provice, they need to be sure their version aligns with wildfly-ee's.

That's too fragile and since we know feature packs in the ecosystem maintained by the WF project will need a galleon-api module it's cleaner to provide the necessary modules from wildfly-ee.
