As part of WFLY-20822 we stopped deploying org.wildfly:wildfly-testsuites-shared. But if people are trying to run the TS without doing a full build, instead relying on already built artifacts, not deploying this prevents that.

People could use their local maven repo (i.e. rely on 'install' but not 'deploy') but that doesn't cover important use cases.
