The preview-ee bom and the preview-expansion bom import standard-ee and standard-expansion respectively. They should not. They should use the common-xxx ones.

As intended, the standard ones differ from the common ones only by a few artifacts that are not relevant to preview.

Note this is not meant to cover preview-test, which is similar. But there is no common-test. Adding one would be the right thing to do but I don't want to do that as part of this work.
