      Revert relevant parts of WFLY-20710.

      It appears that there might be a problem with how the TCP/TCP_NIO2 transports are implementing failure detection.

      The SUSPECT events are being sent even during a regular shutdown, potentially leading to partitions.

      Should have been fixed by WFLY-21219 but tests continue to fail.
