Add a todo-jakarta-data Quickstart based on the existing todo-backend that uses Jakarta Data instead of Jakarta Persistence.

Basing on the existing todo-backend both saves effort and helps illustrate the differences between the two specifications.

Initially a draft of this quickstart may provision a server at `preview` stability, but as part of work on WFLY-21080 it would be changed to only require 'community' stability.  Likely this issue and WFLY-21080 will be worked concurrently and any 'preview' stability QS will not be merged.
