ServiceBasedNamingStore doesn't delegate to boundServices when initial lookup fails. If the name is bound there then lookup fails, which may lead to various errors.

This problem was found during diagnosis of unexpected failure in EJB component lookup in appclient, as appclient main class service is bound in boundServices.
