We need a reasonable way, providing good user experience, that allows users to add users when provisioning WildFly, both locally and for OpenShift/Kubernetes.

ATM we only provide that for local provisioning, by provisioning the cli add-on, and asking users to execute target/server/bin/add-user.sh
