Promote the mvc-krazo subsystem to community stability

      In WildFly 32 we introduced preview stability support for Jakarta MVC 2.1. It has now had four releases of bake at preview level and should be promoted to community.

      As part of this we will move WildFly Preview to MVC 3.0, which is based on the EE 11 APIs.
