WFLY-19621 updated keycloak-services and keycloak-core to newer versions but these are still behind the latest versions. We should update both to 25.0.6.

Additionally, we could just use version.org.keycloak for keycloak-services instead of using the separate version.org.keycloak.keycloak-services version to make sure these stay in sync.
