The WFLY-19397 work neglected adding the stability metadata to the jakarta.data.api and .org.wildfly.extension.jakarta.data module.xml files that would prevent Galleon provisioning them in a context where greater than preview stability was required.

This would be Critical priority if these modules were present in standard WildFly, but they are only in WildFly Preview.
