MicroProfile Health tests are making assertions about the server state, but aren't making sure they're starting from a health state. This lack was brought to light by unrelated in flight changes that remove a server reload that was shielding these tests. To make sure those changes don't break these tests, the tests in this suite should use an SST that if required reloads the server to verify a clean, healthy starting point.
