Related to WFLY-19553 but I'm creating a separate issue under the assumption it can be pursued independently, and thus not block other work that depends on WFLY-19553.

Implement the requirements being discussed under https://github.com/jakartaee/platform/pull/746

Note those requirements are not yet finalized.
