Package dependencies that are only valid for a given package dependency level should be marked with such stability level.

For example, the banner package dependency should be marked as valid only for a package stability level that implies experimental level.

In addition the option `forbid-lower-stability-level-package-reference` should be set when building WildFly feature-packs (ee, full and preview).
