The WFLY-19072 fix has a mistake in AddressSettingsAdd:

if(server.getConfiguration().getWildcardConfiguration().equals(context.getCurrentAddressValue())) {
    settings.merge(createDefaulAddressSettings());
}

That 'if' will never evaluate as true, because a WildcardConfiguration never equals a String.

I believe the intent was to compare 'server.getConfiguration().getWildcardConfiguration().getAnyWordsString()'.
