We need Arquillian ServerSetupTasks to reload the server to the desired stability level, similar to what was done for WFCORE-6728 in the WildFly runner.

Since changes to the model when running at a lower stability level might end up serializing xml elements in a namespace lower than the standard stability level, the setup tasks need to take a snapshot before reloading to the new stability level, and restore that after the test has completed. This way the subsequent tests will be able to load the configuration.
