Add a CLI Configuration section to the Admin Guide

Before https://docs.wildfly.org/31/Admin_Guide.html#command-timeout add a section about the ~/jboss-cli.xml file.

The Command timeout section mentions configuring the timeout in the CLI XML configuration file but there is no description of what the file is.
