For the experimental banner stuff we are using a Galleon package to copy a resource into an existing module (org.jboss.as.product.conf).

Just create a new module, jboss-stability=preview, and have org.jboss.as.product.conf optionally depend upon it.

Messing with Galleon packages is always confusing; we have a much better understanding of how JBoss Modules modules work.
