The rules used by WildFly Glow for the microprofile-telemetry layer are not correct. The layer should be included if all it dependencies it depends on are discovered.

Having opentelemetry and microprofile-telemetry being add-on that a user could set is also to be challenged. These layers could be included only if telemetry API is in use.
