Dear Darran, as suggested, I am creating this Jira. The issue is that for a bootable jar application, configured with <layer>core-tools</layer>, after startup, the elytron-tool script is in the bin folder available. But it is not executable because 3 modules are not available.

As a workaround, I added the missing modules with 'extra-content' feature:

• org/wildfly/security/elytron-tool
• org/apache/commons/cli
• org/apache/commons/lang3

Preceding with modules/system/layers/base
