While reviewing work on WFLY-17684 we've noticed some anomalies in license handling.

1) The license file from WF Core for the EE 10 APIs is not being included in the generation.
2) Various entries use http://www.apache.org/licenses/LICENSE-2.0.txt URL instead of the standard http://www.apache.org/licenses/LICENSE-2.0.
