Per https://download.eclipse.org/microprofile/microprofile-lra-2.0/microprofile-lra-spec-2.0.html#config-parameters, LRA is meant to be configurable via Config, so if the user provisions a microprofile-lra-???[1] layer the microprofile-config layer should be provisioned as well.

I believe the dependency should be optional, as there is no requirement to use the setting. Making it optional allows the user to exclude the microprofile-config layer and thus produce a slimmer server.

[1] I'm not sure if this is applicable to just one of the LRA layers or both.
