We use the wildfly-ee feature pack for functionality that has a long track record of maintaining compatibility over time, with the wildfly feature pack used for functionality more likely to change within a relatively short period. For example, EE (force javax->jakarta namespace change aside) tends to maintain long term compatibility, while MicroProfile is more willing to sacrifice compatibility for innovation.

At this point our OpenTelemetry integration is more in the latter category, so it should be provided via the wildfly feature pack.
