None of 13 QS that are meant to be in 28.0.0.Beta1 does mention the arq-managed profile in their Readme instructions - the provisioned-server test profile is used instead.

The only QS which Readme contains a note regarding using arq-managed profile is contacts-jquerymobile, but it will be finished in post 28.0.0.Beta1 phase, so it can be ignored.

Given that, we may want to remove this test profile that is not (and won't be) used by any QS.
