Update SmallRye OpenTelemetry to 2.3.1

Version 2.3.0 of SmallRye OpenTelemetry has issues when running with the Security Manager enabled (see thi GH issue here: https://github.com/smallrye/smallrye-opentelemetry/issues/223).

Once this has been addressed on the SR side, WildFly needs to be updated to incorporate the fix, and tests disabled that were failing because of this need to be reenabled.
