Downgrade OpenTelemetry to 1.20

The MicroProfile Telemetry spec demands and earlier version of Otel than what we're shipping. While we work with the WG to get the spec updated, we need to downgrade the otel version (and the related SmallRye support library) to 1.20 in order to pass the TCK.
