Allow BOMs to be regenerated to reflect the versions in the channel.

Before EAP Channels we would rebuild BOMs on every EAP CP release, but now we are replacing CP releases with EAP Channels so we need to specify how the BOMs are updated when EAP Channels are updated.

It's out of scope to cover how the user will be notified of BOMs updates related with EAP Channels, and tools to automate the update of their app maven project, but at least it should be documented what users should do to stay up to date with latest BOMs, or how to manually update their projects when they update individual artifacts (there are no BOMs released for each channel artifact combination) .
